Need help naming a band: Sounds like Circus Music!?

I'm trying to look for the name of a band I heard playing while I was in a vintage shop. It sounds a lot like circus or carnival music and the singer (who I think is a man) has a very high voice. He doesn't really sing but sort of talks loudly or shouts. It doesn't literally have circus music in it, but there are a lot of circus-y elements in the songs, such as symbols clapping, tubas, etc. There's lots of instruments going on, especially brasswinds and drums. Quality made it sound fairly recent. It sounded like really weird music, but very intersting! Can anyone help me?
